I just created an empty repository. Contains no source code files.
$ fossil new bugtracker-only
$ fossil open bugtracker-only
$ ls -rlt /tmp/bugtracker-only
-rw-r--r-- 1 rthompso staff 50176 2009-11-03 14:23 /tmp/bugtracker-only
$ fossil ui
did minimal admin/config -> http://localhost:8080/setup_config
then added tickets etc, looks like the data entry is free-form, so not
tied to a source version existing etc.
